Wherein I stick one toe in the Iraq debate

This makes a lot of sense to me. It has struck me for awhile that nobody proposed a unified Yugoslavia. The questions there were how to break up the joint into small parts with sufficiently secure borders to let the new countries grow. In some parts -- Croatia, Slovenia -- it's done well; in Bosnia or Macedonia not quite as well; in Serbia, there's much still to be done. So why not three states for Iraq? If it's "all about the oil", aren't there treaties to be used to payoff the state that ends up on less oil-enriched land?

What's going on now strikes me as nothing so much as an attrition war.
